# DO-009 — Local Ratification of §37 Project Spine

## Decision

Oscar locally ratifies §37 Project Spine as a constitutional doctrine. The 6 existing artefact types (notes, trees, sites, surveys, reports, posts) and all future types gain a `project_id` foreign key.

## Effect

- Every artefact is project-scoped
- Every view lists artefacts scoped to the current project
- Migration v2 → v3: every existing artefact gets `project_id = "default"`
- A new "Projects" view is the entry point for project selection
- Smart adapter Layer 2 (data queries) scopes to the current project

## Upstream proposal

The §37 text in `pact/latent/section-37-project-spine.md` is proposed to FVW v8 as a new doctrine section.
